There are even reported cases where Microsoft support used that tool to activate Windows Licenses when there are problems with the License of a customer.

I would not say that distributed is federated. But i could not find a widely accepted definition of it.
For example i would call FTP also not federated🤷♂️
It had its quirks back when i used it so you are probably doing everything right and are just encountering bugs.

Happened a few times to me. Always make sure that you have saved every file correctly and that you compile the correct project. And that there are no cached files or somewhat somewhere.
