It’s probably in their interest of hobbyists can learn how to use the software from pirated copies - that’s just a potential future paid user, if they develop the skills to eventually want to use it professionally.

I don’t see a specific place to report an offensive plate, but I am going to send an email to the Indiana BMV. They review personalized plates and reject some, so this must have slipped past their radar.
