At best I would expect such agreements to slow down the genocide against Gaza for a few days. Human groups have degenerated into hatred in the worst of history … since about 10k years. A genetic reproductive advantage was gained by violent victorious warrior monsters (as an example Gensis Khan is said to have had many descendants).
